Reasons for difference: I believe that the failure of the Rank-size rule is due to the elongated shape, and mountainous area of Chile. With the land strip running from north to south, the climate is not always comfortable for citizens in the Southern area, leaving only a small space desirable for population.
The mountains of the region mean that cities can only be settled where room allows, leading to a single city, Santiago, with enough room and a warm enough climate for a large population.
